The issue you are having with the lack of current on the 12 volt pin inside the 7-way on your 2007 Chevy Silverado could be attributed to either a wire short or computer issue but I have not heard of this issue specifically. For your tire size we have several tire chains that are confirmed to fit. If you do have limited inner tire clearance the best recommendation will be the Thule K-Summit chains par # TH02230K66 since they do not drape over the inside of the sidewall at all. These are an on-road chain though so you may need an off-road chain like the part # TH01571247 depending on how "off-road" you will be.

If you can lighten the trailer's loaded and ready to tow tongue weight to the point where it's below 330 lbs, it would be okay to use the OEM hitch offered by Land Rover. You could possibly move some items to the rear of the travel trailer to lighten the tongue weight.
